Summary, etc This study presents a comprehensive implementation framework for addressing persistent skills mismatch challenges in rapidly developing labour markets. Through an innovative integration of Causal Layered Analysis (CLA) and Future Thinking methodologies, we develop a detailed strategic roadmap for transforming skills ecosystems in emerging economies. Our multilayered analysis reveals that traditional perceptions of education, systemic inefficiencies, and evolving economic demands contribute significantly to workforce-market misalignment. Moving beyond diagnostic analysis, this research provides a three-phase implementation strategy—Foundation, Acceleration, and Sustainability—for establishing an “Adaptive Innovation Ecosystem.” This strategic framework encompasses artificial intelligence (AI)-driven skills forecasting systems, flexible public–private partnership (PPP) models, and competency-based education pathways. The proposed roadmap addresses deep-seated cultural and systemic barriers while providing specific actions, stakeholder roles, and key performance indicators for successful transformation. Our contribution advances theoretical understanding and practical policy implementation by bridging cultural analysis with actionable intervention strategies, offering a replicable framework for cultivating adaptive workforces in rapidly transforming economies.-Reproduced
