| Summary, etc | Enrolment rates in early childhood care and education programmes have steadily increased in India as a consequence of state policies and parental choices. Yet, the quality and adequacy of services remain far from satisfactory. This paper explores the role of regulation in six critical areas of ECCE and its interlinkages with quality. The public sector, which predominantly caters to socially and economically backward sections of society, lags behind in implementation despite high policy aspirations. The private sector regulations are either absent or weak and insufficient to address the heterogeneity and diversity of institutions.
