Summary, etc. As cities and towns come to recognize the importance of good urban governance, one of the areas requiring reform that emerges in the forefront is transparency and accountability of the local government. This, coupled with the urgent need to improve efficiency in delivery of public services, has led o introductionof various tools to assess service delivery conditions and learn firsthand what users perceive as priority areas for intervention. The `report card' is one such innovative tool - a quantitative market research technique for collecting, analyzing and presenting responses from the people to the authorities concerned, who, in turn, can use this feedback effectively to improve their overall performance. T e present study focuses on the city of Hyderabad in South India. The report card of the city is based on a survey of 1,000 households (non-slum and slum). The study reports citizen perceptions of performance of civic service providers the willingness of users to pay for services and deficiencies in service to the poor. It also points out the prevalence of the phenomenon of speed money in citizen-agency transactions and that much more effort has to be put in by residents of slum areas to redress their grievances with agencies than their non-slum counterparts. Finally, there is also a comparison of this study with similar studies conducted in other cities to present a macro picture of the state of urban governance in the country. - Reproduced.
