It is generally recognised that agriculture has a pool of potential surplus manpower that can be redirected elsewhere and incentives have been proposed to guide agricultural labour into industry. But few have argued that the thrust should be to reorganise agriculture and that economic forces will divert surplus labour in the most profitable direction, whether industries or services. what is proposed here is a large, even if possibly wasteful, investment in agriculture for the purpose particularly of bringing arid land under cultivation. - Reproduced. |
