It has been universally recognised that training is a powerful approach to enhancing performance, and its effective implementation requires a very large resource of training - management skills. Proficient providers of public service training have to adopt a systematic approach to training, beginning with the assessment of genuine training needs, followed by the design and presentation of an appropriate training programme after which its best practices are transferred across the service.
