The major problem with the planned development has been that while the tribal sub-plans of centre and states set out to improve the economic and social lot of the tribals, the national plan incorporates large and medium industrial, hydel and mining, etc., projects in tribal areas. Such mega projects often usurp tribals land, forest and water resources thus making a mockery of the tribal development efforts. For the better part of this half a century, the average tribal has stood aloof mutely watching development schemes meant for him. It is incumbent on the state machinery and the delivery system to pull out the tribal people from this predicament. The way some of the good policies and intent of the government are neutralised, some thinking tribals feel they might be better off without any administration. - Reproduced. |
