Summary, etc. Responsiveness to consumer concerns is of paramount importance to public utility like electricity. Being run as a state enterprise the electricity supply in India came with familiar apathy and arrogance that has become characteristic of several government departments. But the fast deterioration of the financial condition and consumer service of the electricity boards called for the change in their hackneyed outlook. The power sector reforms were undertaken by several states to avoid a total breakdown of services and bankruptcy of electricity boards. The author highlights some of reform measures undertaken in this key sector of infrastructure. He discusses roadblocks on the way to reforms and makes a number of suggestions to tackle this problem from different perspectives. - Reproduced.
