The last two decades have witnessed several attempts to provide responsive governance to the people in the rural areas. A series of experiments have tried to involve rural populace in the local governance and community development. Andhra Pradesh introduced one such innovation known as Janmabhumi which aimed at assisting the development of weaker section, particularly in rural and remote areas. The article highlights some of the important features of this experiment, indicating simultaneously the loopholes and weaknesses which have crept into this well-intentioned scheme. Yet the biggest achievement of this approach lies in its success to create awareness among the people, especially poor, on various development issues concerning their life. It throws up an opportunity for greater involvement of the people in execution of development programmes at grassroots level. - Reproduced. |
