Summary, etc. This article is based on a speech that Prithviraj Chavan, the Minister of State in the Prime Minister's Office, had delivered (on the four-pronged synergetic strategy of the government to "improve governance" at the World Economic Forum's India Economic Summit held in partnership with the Confederation of Indian Industry (CII) at New Delhi on December 6, 2004. This is the speech about which a well-known columnist writing in a leading national daily, at that time, had said that it was "the most important political speech I have heard in half a lifetime of covering Indian politics". Now that the UPA Government of Dr. Manmohan Singh has completed one year in office, we thought that it would be appropriate to revisit it with some updates. - Reproduced.
