This article discusses the implementation of local government reform in Ghana during the Third Republic giving particular attention to the political and socio-economic context in which attempts at reform were made. The article illuminates the extent to which party politics and the scarcity of resources, particularly financial and logistical resources, contributed to the failure of local government reform. Lessons drawn from the Ghanaian experience are also highlighted. - Reproduced. |
