With the passage of time and the new and added dimensions that governance has assumed in the years that have followed, the role of a public servant has tended to undergo a change necessitating a gradual effacement of the dichotomy in the roles. But even today, it is hard to say that the bureaucratic mind-set has inflected itself tangibly to take on a revamped role imbibing the ingredients of managerial zest.
