Successfully implemented e-Governance projects are very few whereas failed projects are innumerous and many of them go unrecorded. e-Governance is conceivable and can be formulated in all spheres of life but the success lies in its implementation and sustenance, which is important and is a real challenge. Even after implementation, it requires continued and innovative thinking to upgrade the architecture to become more and more user friendly and efficient. The Personnel Information and Management System (PIMS) is a web-based tool for implementing uniform e-Governance practices in personnel administration in all the Central/State Governments. It has already been successfully implemented in Delhi State (in PWD) and Central Govt. (in CPWD) with over 35,000 state/central Govt. employees on its data base. It is further extendable with advantage to any other department/Ministry. It empowers the citizen, employees, the administration and the Government as a whole. Besides the advantages of e-Governance in Personnel Administration (PIMS), the paper brings out the challenges faced in its formulation and implementation. - Reproduced. |
