Summary, etc. Over a period of time bureaucracy in India has been transforming itself from the monopolistic role to facilitator. The new demands placed on the State institutions owing to globalisation calls for reforms. An elaborate questionnaire was circulated to civil servants on the proposed reforms within All India Services (AIS) to assess the views of civil servants by the government agencies. A micro study was undertaken by the authors to ascertain their views on various aspects of reforms by Second Administrative Reforms Commission. A five-point Likert's scale is used to ascertain the views of civil servants and aspirants on the proposed reforms. The results revealed an interesting trend. While those in service felt that reforms are imperative, yet they are unsure of their feasibility for implementation. A modest sample of 30 AIS officers and equal number of aspirants constitute the sample for the study which was pilot tested with the help of responses from 40 officers. - Reproduced.
