Summary, etc. One of the terms of reference of the Second Administrative Reforms Commission pertains to Public Order. The Commission has been asked to specifically suggest a framework to strengthen the administrative machinery to maintain public order conducive to social harmony and economic development. Public order implies a peaceful state of society where all the citizens have right and opportunity to co-exist with peace, tranquility and the rule of law. This is an ideal condition for a harmonious social and economic development. But such an order is often disturbed for a host of reasons and excuses. This article emphasises, in the light of recommendations made by the Commission, the need to upgrade the existing law enforcing agencies quantitatively as well as qualitatively with adequate infrastructure, specialised training and effective coordination among the administrative agencies. - Reproduced.
