Besides political and administrative accountability, the key components of governance include respect for `citizens' right and entitlements, and a fair rule of law. Different forms of political and administrative systems, methods of governance and reforms in the governance process have been advocated from time-to-time in order to reconcile the inerests of citizens with the role of state. In the age of globalisation and liberalisation, reforms have acquired the market philosophy seeking to reduce scope of state intervention, putting it in a regulatory role. In such a milieu the issues like quality of service delivery and citizen sovereignty in administrative dealings have come to fore. This article makes an as sessment of the recommendations in the five hitherto released reports of Moily Commission in the light of imperatives of administrative reforms in the contemporary scenario. - Reproduced. |
