The evolution of Public administration saw emergence of a number of issues and one of them was the public-private dichotomy. The scholars and practitioners of the discipline were of the view that the spheres of public organisations were different from that of their business counterparts. This holds true when the governments of the day were burdened with the responsibilities envisaged to them in a welfare state. The private firms practicing principles of management were thought to be unsuitable for the people at large. But with an increasing gap in the demand and supply of public utilities, alternatives were sought. the trio of liberalisation, privatisation and globalisation compelled the countries (India also) to opt for change. Thus, public management became a part of administration where both the principles and techniques of management came to be applied in the public domain. - Reproduced. |
