Summary, etc. The role and significance of civil service has increased vastly in developing countries like India. Increasing politicization, corruption and lack of transparency and accountability, etc., are the fundamental problems before the civil services. If these are addressed effectively, many of the citizen's concerns with automatically be solved. A nation's image, position and standing in the international affairs largely depend upon the dedication, capability, efficiency and effectiveness of its civil service. A question arises whether the civil services in India has skill, competence, and capability to acquire multiple roles such as constructive thinker, practive policy formulator, speedy decision maker and crisis manager and so on to cope with the emerging problems in a successful way. Any form of civil services which is not within the reach of the people particularly poor, marginalized, and disadvantaged and women is likely to fall short of the objective it aspires to achieve. One important aspect is that civil service reform will not be effective unless there is a strong public support for it. The objective of citizen-centric reform of civil services can be realized through adequate transparency, effective accountability, utilization of information technology and e-governance, and systematic training of civil servants in a right way. - Reproduced.
