Summary, etc. Subsidiarity, a buzz word nowadays has its roots in Roman Catholic Social System. It is the European Union Law by which the concept of subsidiarity is popularised. This principle says that a central authority should have a subsidiary function, performing only those tasks which can not be performed effectively at a more immediate or local level. It also believes that citizens are sovereigns and final decision-makers. Second Administrative Reforms Commission has also suggested to adopt the concept of subsidiarity in local governments of India so as to achieve the greater public participation in government working. The Nagar Raj Bill is an effort in this direction. A few innovations like Bhagidari movement by Delhi government and ALMs of Mumbai as well as SHGs of south Indian states are near to prove the practicability and utility of the subsidiarity. - Reproduced.
