Summary, etc. Management activities in the US federal government are often defined in terms of the relationship between the Office of Management and Budget (OMB) and the agencies within the federal structure. The administrations of both Bill Clinton and George W. Bush employed strategies related to information policy, regulatory reform, and performance measurement that minimized the ability of agencies to respond to congressional requirements. At this writing it is not clear how President Obama will use the management control processes and structures that were central to the operation of his predecessors but the balance between OMB and the agencies is likely to be quite different than in the past. There will be instances in which OMB will play the ascendant role but it is also probable that there will be more attention to the importance of agency level decision making. It remains to be seen whether OMB is able to move away from a command and control approach and operate as a facilitator or coordinator. - Reproduced.
