A number of civil service reform commissions have been constituted and recommendations made for strengthening Nepal Civil Service. Despite five decades of experiments with democratic practices, the behaviour and mind-set of politicians and bureaucrats have not changed significantly to introduce civil service reforms on a result-oriented basis.
