Many countries adopted a development model of governance in which state is playing a prominent role as owner, policy maker and regulator to produce and deliver goods and services in infrastructure services like power sector. Since 1980s, however, there has been a paradigm-shift of `command economy' to the `market economy' with the increasing realisation of states failure. This paper critically analyses the conceptual and theoretical debates of governance models in infrastructure/power sector with a view to identify issues for research and policy. The second section deals with the governance paradigms from conceptual and theoretical perspective. Third section deals with the existing review of literature on governance and service delivery in terms of efficiency and equity. The fourth section focuses on enabling factors responsible for the success of governance reforms. The final section concludes with the issues related to research and policy. - Reproduced. |
