The district administration more or less performs the same functions which the state performs at the state level and the Union government for the whole country. Yet the district administration, is not called a district government. It is referred to as district administration only because its chief executive is a bureaucrat and he functions as a representative of the state government, in an area delimited by the state government. In the wake of constitutional amendments of 1992 aimed at greater decentralization of administration the old administrative units at the district level also need changes. The evolving concept of District Government with a well defined form, function, rights and powers may be an innovation worth giving a chance. - Reproduced. |
