The role of the local government is not restricted to only providing creation facilities to the citizens of a locality. Its educative role should also be emphasised. Actually, local government functions as an instrument of civic self-education. The country, the city and the towns are potential schools of citizenship. If local government performs these roles, it becomes local self-government. Urban governance links local governments with state and central governments vertically; and brings several sectoral divisions and field agencies into play. But it was not until the 1980s, that a wide debate began in many countries about the balance of power between national and local governments. During the 1980s, concern grew about the inability of many governments to deliver development programmes at the local level. - Reproduced. |
