'Perceived behaviour' of government officials towards citizens is hypothesized as critical in ensuring citizen participation and creating those factors as necessary for a citizen's interaction with government officials. This paper explores conceptual field evidence from Jharkhand, within the context of the Mahatma Gandhi National Rural Employment Guarantee Act employment scheme. - Reproduced.
