The concept of 'good governance' derives its relevance in the context of mis-governance which includes nonfeasance. In many countries, the democratic form of government has proved to be ineffective for checking swindling of public funds for private gains by the elected leaders as well as permanent bureaucrats. The basic thrust of the concept is to motivate people in government so that they can utilize their capabilities to the fullest in serving their nation and community. The objective of good governance is to create an environment so that public servants as well as politicians in government are able to respond to the challenge of good governance. In India, the tenth and eleventh plan documents have identifiedgood governance as the single most important factor in ensuring that the plan objectives are achieved. - Reproduced. |
