Over the past decade or so, more and more attention is being paid all over the world to environment on which human existence depends and the maintenance of which is now increasingly being considered as essential for mankind. With the passage of time, mankind is realizing that preserving the essential ingredients of life and the rich natural diversity of the planet is indeed worthwhile. Thus, protecting and saving the environment involves keeping Nature's gifts to mankind as much as possible, and in a condition as good as practicable. Air, water and land are, after all, finite resources and can be largely used up. The economists therefore warn that, these must be viewed as capital and not as sources of add itional income. Hence, preservation and restoration of Nature's balance is vital and efforts are being made for that purpose at both national and international levels. The Karnataka Panchayat Raj Act 1993 was enacted to bring Decentralized administration in Karnataka in line with the National Pattern. Karnataka is a pioneer State m the transformation of the "Gram Swaraj" concept into reality and enacting the PRI Act to bring the practice of decentralized administration and development in line with the 73 Amendment to the Constitution. A three-tier structure was created with the Zila Panchayat at district, Taluka Panchayat at taluks and Gram Panchayat at the village level. 73 amendment of constitution gives morepower to Gram Panchayat in context to local self governance. The DAC intention of this study is to throw light on how far the Gram Panchayats are able to protect and promote the environmental issues while implementing gram Swaraj project. Keeping this as major objective of the project, following are framed in detailed dimensions along with the indicators for this present study with respect to protection aspects of environment under Environmental Guidelines of Gram Swaraj Project, World Bank. The current study is taken up to have deeper insight and understanding about the impact of environmental aspect while implementing the Gram Swaraj Project in Karnataka. As per World Bank instruction every developmental pro ject or schemes must necessarily follow the environmental guidelines while implementing any kind of projects. While implementing the project we may come across a situation where we need to disturb small proportion of the environmental surroundings of the project implementing area. In case we distract such environmental aspects we need to follow the procedures to protect and promote the environment in order to maintain the ecological balance of those particular areas. - Reproduced. |
