The answer of this article is an emphatic ﾓyes,ﾔ as long as the approach is used carefully. The reality is that history is used constantly to justify policy and administrative directions. The challenge is to find the best approach. This article explores four devices put to use by policy scholars and practitioners and encourages the field to use the past more effectively so that the claim that ﾓThis time, it's differentﾔ will be understood with a measure of precision, but also with modesty. -
