Indian Journal of Political StudiesSummary: The article analysis the appointment of governors and their functions as the executive head of the state in the Indian federal system. The powers of the governor are discussed on the one side he has legislative, executive and judicial powers which he enjoys on the advice of the council of Ministers while on the other side he has some discretionary powers in which he acts on his own. The report determines the constitutional position of the governor and some suggestions are given to keep a check on the discretionary powers of the governor. But the centre has not followed the advice of the Sarkaria Commission in this regard. author suggests certain measures to maintain the sanctity of the post of the governo
