Asion Journal of Public AdministrationSummary: This articl eexamines the pattern of verticle mobility in the Korean civil service, focusing specifically on the length of time between promotions in relation to several social characteristics of civil servants. In shor, there is a need to minimize, wherever possible, the attitional and structural impediments to equal opportunity in the public service. There must be a willingness on the part of policy-makers to conceive imaginative programmes for the recruitment and promotion of individuals from various groups, especially systematically disadvantaged ones. There should also be readiness to entertain flexible and diverse conceptions of merit in the evaluation of talent and competence in the Korean bureaucracy. F
