Besides a realistic approach in selection of beneficiaries, she suggests resorting to need-based planning through participatory learning methods to evolve a logistic base for scheme formulation, and scheduling of programme activities with proper inter-linkages. She also recommends thrust area approach for coordinating multiple schemes, and formulation of detailed district plan with proper sequencing of action - Reproduced
