NirnaySummary: This paper process that training policies should have a specific gender focus with a view to countering the negative effects of gender bias in public administration. Conventionally it is assumed that the training of state officials is a gender neutral process. However, the study of the behaviour of public administration shows that they do not their training in gender neutral ways. Training is necessary for gender responsive public administrators, but it is not sufficient. It needs complementary changes in social institutions too.
