The phenomenon will strengthen the spirit of participatory democracy based on egalitarian principles which Mahatma Gandhi calls "Poor man's Swaraj". The Karnataka Panchayati Raj institutions take up new items of rural development like the problem of ecology and environmental programmes. The notable features of Karnataka experiment is that it provides gram sabha only which is the statutorily recognised village assembly where the Mandal Panchayat has to report its work at least twice a year.
