Since the turn of the decade there has appeared a megatrend devoted to reengineering the field of public administration. The focus of the development revolves around scientizing public administration. It is not disputable that public administration involves the study of empirical problems. But it is not entirely clear that applying "scientific," i.e., value neutral, methods alone can satisfactorily resolve most empirical problems in public administration. Based on the assertion that all organizations, private or public, are essentially the same because they are dealing primarily with classic problems of business management, new theories have ben proposed mainly to argue that public sector needs to adopt private sector techniques to become more efficient. This new paradigm advocates to "marketize" public administration. With it, modern state becomes a corporate state. All these claims need to be closely examined here"
