In particular it describe the development of performance indicators for rank and file employees and executives; discuss some issues and problems relating to performance evaluation; analyse how performance evaluation is used for purposes of rewards and sanctions; look at the usefulness and applicability of Total Quality Management (TQM) as a human resources management intervention in the Philippine context; and finally assess the prospects for a truly effective performance appraisal system in the bureaucracy
