He highlights commonalities, flowing from Prussian administrative tradition, as also the differences that arose between the two Germanys which persist even after unification, as reflected in tasks, roles and structure of government; civil service career levels; etc. He emphasises elimination of basic differences between public and private administrations for economic modernisation of public administration. - Reproduced
