Krishnamachari Report, ARC Reports, the training basket of 1985, National Training Policy and the latest Fifth Pay Commission Report. Presenting a critical appraisal of present training scenario, she points out its inadaquacies, in the changed context of the present paradigmatic shift in government, due to our obsession with incrementalism. - Reproduced
