The article starts out by pointing out the theoretical deficits of NPM. It also describes methodological concepts for future theory-building. The next part of the article focuses on implementation issues, which as the authors will show, necessarily requires a country-specific perspective. After a critical examination of the problems at stake the authors will suggest a series of implementation strategies as a solution to a self-sustaining development of NPM in Germany
