International cooperation for small enterprise development

Management and ChangeSummary: The importance of international economic cooperation has traditionally been recognized by all countries, rich and poor. However, in the case of development of small enterprises a realization of the need for such cooperation has been only of recent origin. Since small enterprises were often viewed by governments as having a short-run employment goal, and since employment creation in one country is largely not a concern of another one, the basic rationale itself was absent. The emerging changes in the international economic scene offer an objective environment and need for cooperation in this area. The environment has been created by the spurt in information technology which offers much scope for exchange of information on a world scale. The need has been created by the emerging new forms of industrial organization such as flexible specialization. In order to make the best use of the above environment and imperatives effectively, countries both in the developed and developing world have to share their experience and to work upon new strategies of cooperation. This paper broadly examines some of the potential areas of cooperation. - Reproduced
