Before examining the challenge which maintenance of Rule of Law is posing before criminal justice system, he examines certain significant factors causing major tension and threatening to denude fundamental values of Indian life, and the needs for: good governance, morality and standards in public life; and checking corruption in public life. He hopes this to be remedied by universal education on right conduct, fear of good, love etc. - Reproduced
