AdministratorSummary: Whenever the issue of effective rehabilitation and resettlement is raised the administration pleads lack of legislative empowerment. The general belief is that things will work out all right once the laws have been amended and there are clear provisions for adequate rehabilitation. This argument cannot always be bought. Behind legal provisions there are sets of people who implement them, governed by their individual attitudes.
