Journal of Rural DevelopmentSummary: The bottom of Indian society comprises a cluster of castes subsumed under the term Balmiki. Ever since the dawn of civilisation they have been condemned to the defilling profession of scavenging. This has forced them to lead a life of pollution and poverty devoid of human dignity. This situation is a living shame for Indian society. This paper seeks to discuss the origin of scavenging and scavengers, their social status, mobility pattern, the human rights and gender perspectives of the problem and the impact of government measures for their liberation and rehabilitation. Towards the end of this paper some steps have been suggested to speed up the process of bringing them from the margin to the mainstream of society. This will also lift them from the life of degradation in the true spirit of Antyodaya. - Reproduced
