Several factors like over emphasis on industrial development, scarcity of financial resources and poor implementation of various projects have left a large number of villages without an all-weather or motorable road. While emphasising the importance of road connectivity to the development of rural and agricultural sectors, the authors of the article suggest that the objective of connecting all the villages with roads can be achieved through a micro-level participative planning at the village and block levels. - Reproduced
