The democratic functioning of the administration is the cherished goal in the interest of the masses for every kind of political systems. But it is a dominant presumption that in authoritarian political regimes, public administration interfaces democratic backsliding. Thus, the present paper intends to analyse the democratic backsliding in authoritarian regimes in the world and its modus operendi in their politico-legal conduit. The present paper analyses the functioning of administration in terms of democratic norms in nine authoritarian and hybrid countries with the help of content analysis method by examining the contents of The Freedom House’s annual report entitled ‘Nations in Transit 2020’. – Reproduced
