Economic and Political WeeklySummary: This paper evaluates the trends of fiscal devolution and the finances of the urban local bodies in Telangana. The functional devolution process and implementation procedures are incomplete despite the implementation of the 74th Constitutional Amendment Act. The municipal financial indicators are not progressive in comparison with many other states. Own revenues of the ULBs are not sufficient to manage the expenditures of the ULBs. There is no significant increase in the total revenues of the ULBs despite increasing expenditures. The expenditure of the ULBs shows a higher proportion of the revenue expenditure compared to the capital expenditure.- Reproduced
