Indian Journal of Regional ScienceSummary: Indian Union does not fit into any of the accepted federal models. Our pluralism is not territory based. Our diversities are within and cut across territorial units and in a sense, they are our greatest strength and cementing force for national unity. The central problem is not of union - state relations now but of greater decentralisation of economic and political powers to lower and lower level, with several tiers of functioning and people at grassroots having real power, with the system growing up from there rather than coming down from above. So far independence has not meant transfer of power to the people. They have yet to feel the glow of freedom. It is doubtful whether the constitutional amendments on Panchayat Raj and Nagarpalikas have been able to bring about the needed transformations. The only way to strengthen the Union is to make it lose its extra weight; to shed its monopoly of power in all areas and concentrate on essentials. With economic liberation must come decentralisation of political power and Management. - Reproduced.
