Critical to the targeted accomplishment of setting a new system of capacity building of civil servants is identification of their required competencies and bridge competencygaps wherever and whenever they are found. It is a just-in-time, pin-pointed approach of meeting targeted gaps in competencies. Therefore, success truly lies in correct ways of documenting required competencies and a smart seamless way to fill the gaps with optimal precision. In this Article an effort has been made to bring out the nuances of identifying competencies of a sampled position through description of roles and activities that are operational in Central Secretariat.
