Reproductive health of girls: An analysis of menstrual hygiene management in Bihar

Bihar Journal of Public AdministrationSummary: The women are at the highest risk in the entire human reproductive system which was first recognised at Cairo Convention 1994. Since then women’s sound reproductive health was taken as matter of their right and state parties vowed to ensure them in their respective countries. Governments in India made policies, measures and even laws to ensure reproductive rights of women. So far reproductive system is concerned, the most crucial period of girls is their puberty when they require proper medical and social support and in turn, it is responsibility of state to ensure it for them. The state governments in India, especially Bihar came up with policies and institutional arrangements to ensure sound reproductive health to women viz Women Development Corporation Bihar and several schemes that have so far been implemented addressing the issues like health care of adolescent girls, pre-natal and post-natal health care, protection from domestic violence and so on. Since the reproductive health issue begins with adolescence and when menstruation begins, it requires utmost care by the family and the state to provide conducive health conditions for them. With this view in mind, the present paper critically examines the menstrual hygiene management in Bihar. The present study is based on secondary sources of data. It finds that menstrual hygiene is ill- discussed at the society and cultural levels and its adverse impact on other spheres of women’s life can clearly be read. Several schemes, being implemented by state government of Bihar, have shown promise in ensuring menstrual hygiene among girls.- Reproduced
