The term governance has evolved with time and it also assumed multi-layered content. The paper attempts to explore the terrain of women’s presence in various levels and domains of governance. The concept of ‘capability to function’ has been used as the analytical tool to explore the same. The basic proposition is that a substantial presence of women in governance requires both increase in number of women, along with the active exercise of their political agency at various levels of governance. The paper tries to travel through the state of Bihar (especially 2015 onwards) to comprehend how the women’s presence has been manifested at various levels of governance. Further, efforts would also be made to analyze how women’s presence could be made more effective by enhancing their capability to function in various ways. – Reproduced
