Restructuring panchayati raj institutions in Kashmir: Challenges and opportunities

Being on the forefront in rural areas, they are expected to act as a medium between policy decisions of the government and the local populace. Consequently, most of the welfare and development schemes and poverty alleviation plans and programmes are executed through these local bodies. To live upto expectations, it is imperative for panchayats to own strong support system in terms of trained human resources, rich socio-economic capital, easy access and availability to technology. In this context, an analysis of a slew of measures undertaken by central and local government to revive and strengthen panchayats in Jammu and Kashmir was undertaken with the purpose to understand the nuances of rural governance that are intertwined with community-driven plans and developments thereby empowering rural population with new configurations of power relations.
