Economic & Political WeeklySummary: One critical aspect of the amendments to the Fiscal Responsibility and Budget Management Act undertaken in 2018 by the union government is the reduction of the general government debt ratio to 60% of gross domestic product. Its implication on state-level debt has not been examined till now. Implementation of such an amendment requires necessary changes in the existing fiscal responsibility framework at the state level. If it is imposed on states, it can create significant fiscal strain in the short run, when the debt ratio of the states is hovering at around 27% of GDP. For fiscal transparency, a comprehensive measure of debt at the union and state level is also necessary. – Reproduced
